Why New Zealand Needs to Keep Investing in Insulation.

At NZ Foam insulation, we believe New Zealand’s focus on improving the performance of older homes needs to continue. The Warmer Kiwi Homes programme has delivered significant benefits, but the job is not finished. It is estimated that around 140,000 homes still require insulation based on current deprivation 5–10 settings.

For many households, insulation is a fundamental part of creating a warmer, healthier and more energy-efficient home. The IAONZ position is clear: support for older, colder homes should remain focused on the thermal envelope, while future upgrades such as efficient heating, hot water, ventilation, solar and electrification can be built from a strong foundation.
From our perspective as an insulation installer, continuity is just as important as funding itself. Warmer Kiwi Homes relies on trained installers, service providers, product suppliers, assessors, regional contractors and established delivery networks. Around 700 people have been identified as directly involved in delivering the programme.

The timing is also important. Decisions need to be made before the current programme ends on 30 June 2027. Industry participants need certainty well in advance to plan staffing, training, contracts, equipment, stock and regional coverage.

There is strong evidence behind continued investment. The Motu cost-benefit analysis found benefits across energy, comfort, wellbeing and health, with the programme returning more than $4 for every $1 invested.
